We serve as the communications link and a damage prevention/education resource, connecting underground utility/facility owners, excavators, locators, and the public in the State of Colorado to prevent underground utility damages. I am sure you have heard “Click before you Dig” or have called 811 before digging on your property to have flags put in the ground to identify where your underground utility lines are located. That is what we do! CO811 connects all stakeholders to protect our State’s underground utilities from damage related to excavation and strives to keep everyone our State safe while digging. Starting Annual Salary Range: $110,000-$125,000 – Pay range is an estimated guideline. Individual compensation will vary based non-discriminatory factors such as education, experience, knowledge, skill level, abilities, and other competencies.
The Education & Damage Prevention Program Director delivers visionary and strategic leadership, and daily oversight of the Colorado 811 (CO811) Education and Damage Prevention Department. Manages all damage prevention and education program activities, directs education program design, materials/content creation, and all other deliverables of CO811’s damage prevention programs, educational courses, training, and other activities related to education/damage prevention. This position provides hands-on daily team management in concert with Executive Director, sets strategic direction for CO811’s damage prevention education programs and ensures the successful delivery and accuracy of all educational content, workshops, conferences, presentations, and all other CO811 damage prevention program activities. Ensures accuracy of content by accepted standards, industry best practices and legal review and adherence of program guidelines. Develops, manages, and monitors a variety of technical training, educational programs, certificates, tools, and services. The Director is responsible for the development and the delivery of damage prevention focused education and other activities for all Colorado professional and governmental stakeholder groups, internal staff members, and the public. The Director designs optimal delivery strategies, pairs content with stakeholder segments and materials, and manages the delivery of a full slate of bilingual and topic specific, professional development and training opportunities, products, and services. The Director facilitates a multi-level learner environment that allows a wide variety of learner levels to acquire knowledge, skills, and competencies in an effective and appealing manner and expands the use of CO811 ticketing system in the State. This position actively directs instructional material design and implements new and effective learning methods to deliver high-quality damage prevention education and training program content to all stakeholders, while working with internal and external staff, stakeholders, consultants, governmental agencies, committees, and management to create and deliver an education portfolio in a multi-channel, bilingual (Spanish/English), blended learning environment. The position requires an advanced-level knowledge of all aspects of instruction and education best practices, robust training program development knowledge, and in-depth knowledge of applicable technology applications. The Director is responsible for the department’s operations and assigned projects and provides a single point of contact for all internal and external stakeholders. Trains and supervises staff, manages the department budget and reporting requirements, and represents the organization externally in a professional manner in alignment with the organization’s strategic objectives as directed.
GENERAL RESPONSIBILITIES:
- Develop, organize, and direct CO811’s training and other damage prevention programs focused on underground utility damage prevention and industry best practices, in alignment with strategic directives, stakeholder needs, Colorado laws, and local, State, and nationally accepted safety standards and best practices.
- Lead and facilitate educational instructor-led training, field activities, materials development, course content and delivery strategy to drive the damage prevention program forward with focus on expanding CO811’s reach by delivering critical educational resources, certificate programs design, damage prevention data, and educational program development best practices to all stakeholder groups.
- Create and maintain an in-person, instructor-led, bilingual-Spanish/English, digital/online hosted training program and develop an Online Course Academy with a slate of topic specific education, covering a range of damage prevention best practices and topics, highlighting key content and program initiatives for all Colorado stakeholders’ segments (public and industry professionals). Including videos, and self-guided digital training courses and materials, and maintain a well-organized database of resources to easily manage training materials for all stakeholder groups.
- Develop collaborative online and in-person forums for stakeholder groups to connect and highlight effective damage prevention best practices and programs. Facilitates communication, cooperation, and coordination among all industry stakeholders in the prevention of underground utility damage by leading the CO811 Procedures Committee as the assigned staff liaison as directed. Promote safe digging best practices and heighten stakeholder awareness of Colorado requirements, Dig and Safety laws, optimal use of CO811 ticketing system, and best practice safety standards.
- Coordinate/lead association meetings and conferences. Develop and occasionally facilitate webinars.
- Oversight of the coordination of all aspects of events, meetings, and conferences (pre-planning, onsite execution, contracting, staffing, budget, and post event wrap up).
- Manage the creation of stakeholder (underground utilities, excavators, locators, and others) Certificate Programs, supporting educational materials, informational whitepapers, webinars, on-demand learning options, quizzes, and in-person learning events, deliver presentations and workshops, all focused on a variety of damage prevention topics for various learner levels and languages as directed.
- Manage and lead activities of all instructors/damage prevention liaisons, set procedures and processes, standardize best practices, and lead stakeholder committees of Colorado 811 as assigned.
- Direct scheduling of training, activities, and resources (instructors/liaison activities/presentations, events, classrooms, workshops, speeches, etc.)
- Create training goals, feedback loops, and objectives for personnel and department, and track effectiveness and volume of activities of all damage prevention education personnel. Ensure all personnel meet monthly and tracks performance of annual goals.
- Recurring review of standardized course content and objectives of all training aids, handouts, workbooks, completion certificates, course evaluations, lesson plans, and presentations as applicable for each topic and learner level.
- Oversee liaison/trainer led and on-demand training session, field liaison and instructor activities, and develop criteria for evaluating the effectiveness of trainer, content, and training activities in all delivery channels. Make data-based change recommendations to management to achieve consistency and high-quality output.
- Maintain timely and accurate records of training and trainer activities, participant type, volume, progress, training topics, and program effectiveness.
- Ensure learning activities are an equal split of 50-50 education for public and professional audiences.
- Ensure team properly and regularly records education and leads into database as directed and KPI, invoices, expenses, and other reports are submitted on-time and accurately by team as directed by management.
- Work with Education & Damage Prevention Field Manager to align instructor/liaison activities, education, presentation, with CO811 strategic plan objectives and monitor effective delivery of department performance goals.
- Ensure Customer Feedback Loop and Department BI Dashboard is reviewed monthly and maintained and reported on as directed.
- Create effective education program focused partnership programs with utility owners, colleges, universities, trade schools, and other associations as applicable.
- Update course documentation on a regular basis to ensure timeliness and relevance of course content for all courses.
- Work with CO811 leadership to achieve curriculum integration with alignment of State Learning Standards for Schools, Colleges, and Universities as directed.
- Create pilot programs, perform gap and data analysis, and provide recommendations to revise and correct training gaps, budget, personnel requirements, and processes, as applicable.
- Write or produce scripts, presentations, manuals, or narrative materials for use in training, law maker updates, Board of Directors, etc., including graphics, data, teaching aids and other visual aids and materials.
- Measure and monitor milestones and goals to ensure alignment of all components of damage prevention education programs, teams, committees, and other stakeholders across the entire organization and program. Lead development of strategic and tactical plans for projects and set staff priorities in damage prevention and education department.
- Work closely with the Executive Director as part of senior leadership team to direct effectiveness and impact of damage prevention education department, including cultivating collaboration among stakeholders, and instructional priorities.
- Manage day-to-day activities of damage prevention education team members, and build effective relationships with all other departments, members, municipalities, law makers, other associations, and other stakeholder groups.
- Along with the Executive Director, function as a spokesperson for the organization on educational and damage prevention programs as assigned.
- Manage staffing requirements for damage prevention education team in concert with Executive Director and Human Resources - Recruit, interview, and select key staff who have the right qualifications and personal characteristics to help further the organization's mission.
- Train and assess damage prevention liaison/instructor performance and qualifications, conduct reviews of all instructor led activities, and generate reviews and annual performance appraisals. Review and recommend damage prevention liaison/instructor qualifications and training to ensure standardized and high-quality content delivery for all learner audience segments.
- Contribute to staff orientation programs, providing inexperienced staff with relevant information and informal induction training.
- Draft and monitor annual department expense budget in consultation with Executive Director, accounting, and other department managers; prepare monthly expense review overview and program progress reports for the Executive Director and accounting.
- Prepare, negotiate, and track reporting on programs with vendors and collaborate with legal, operations, marketing, and other stakeholders to ensure approval and execution.
- Ensure all aspects of program operations are functioning smoothly and resolve problems, difficulties, and disagreements expeditiously.
- Manage and direct education grants and deliverables, if applicable.
- Other duties as assigned.
